In recognition of your fulfillments of the conditions for being inaugurated into a Diocesan Council, and in further recognition of the inauguration just pronounced and the pledged of loyalty given by you on behalf of all the members of the newly constituted and inducted (name of Diocese) Diocesan Council, I (name of National Secretary) on behalf of the National Council of the Anglican Youth Fellowship (Nigeria) admit you to the said National Council.

I further present you to the Lord Bishop of this Diocese who by the Grace of God, and in accordance with Article 2.3 of the Fellowship Constitution, is a Patron of the Fellowship I commit you to his (facing the congregation)

Finally, in accordance with Article 2.2 (d) of the Fellowship Constitution, I hereby present the Enrolment Certificate of your newly constituted Diocesan Council to the Lord Bishop and Fellowship Patron for delivery to the Diocesan President of (name of Dioceses) Diocesan Council who will hold it trust for the entire members of the (name of Dioceses) Diocesan Council.

Bishop will then take certificate from National Secretary and hand over to the Diocesan President.

 

ANGLICAN YOUTH FELLOWSHIP (NIGERIA)

This Constitutions was amended this 17th day of May, 2008 by the Extra-Ordinary General Meeting of the National Council held at Isialangwa Diocese and it shall be the only Constitution for the Anglican Youth Fellowship (Nigeria) at all levels throughout Nigeria.

Blessed Son accomplished the work of our salvation when He was a youth; prosper the activities of the youths of this our beloved country, and inspire us with the spirit to seek only that which will enthrone and honour Thee in all thoughts, words and deeds.

D.        INAUGURATING THE NEW DIOCESAN COUNCIL

            NATIONAL PRESIDENT

on behalf of the National Council of the Anglican Youth Fellowship (Nigeria), and in accordance with the Constitution of the said Anglican Youth Fellowship (Nigeria) Article 3.1.2 and 3.1.2.1 present to your Lordship, all the members of the new (name of Diocese) Diocesan Council of the Anglican Youth Fellowship (Nigeria). I further ask for the new Diocesan Council to be formally inaugurated and inducted.

I will endeavour to attend the Holy Eucharist frequently with the Christian family, to receive frequently the life of Christ in Holy Communion, I will pray frequently and honestly in order to know God more fully; and to study daily Christ’s revelation of himself in the Bible

 

I will endeavour to do my daily work well and honestly as my chief means of serving God and my fellowmen: I will give my time to work for the Church and the Community; I will contribute to the up-keep and happiness of my home, and help with the work in it; and spread the faith of Christ in the world, in my Parish, and among my own friends.

 

I hereby promise, that I shall endeavour at all times and in all ways possible, to be a true Christian and a worthy representative of the Anglican Youth Fellowship; to try to play my part in transmitting those traditions to others; not less but greater and better than they were transmitted to me.

CHAPTER 1

 

1.1       NAME:

            The Organization shall be known and called “ANGLICAN YOUTH FELLOWSHIP (NIGERIA) “herein called the “FELLOWSHIP”

1.2             MOTTO:

            The Motto of the Fellowship shall be “Towards the Perfect Man” (Ephesians 4:13a).

1.3             EMBLEM:

            Emblem of the Fellowship shall be “The open bible standing between a handshake and two twigs joined to form a letter “V”, and all on a circular blue background

 

1.4             MEANING:

            Bible (white) stands for the Teachings of Christ

            Handshake (Gold) stands for fellowship

            Twings (Green) stand for young people

            background (Blue) stands for Love

            …Young people living together in fellowship and love according to the teachings of Christ.

 

1.5             AIMS AND OBJECTIVES

            To train and develop individual members in the true doctrine            of Christianity with a view to attaining the standard required      of a true follower of Christ; by making themselves useful not only to the church and community in which they live, but also to the Federal Republic of Nigeria; by respecting constituted authorities, so that they may always in their daily lives strive “Towards the Perfect Man” to this end the strategies will be:  

 

Strategies will be:

(a)       WORSHIP:  To provide opportunities for the understanding             of, and progress in corporate worship and private prayer.

 

(b)       THOUGHT: To enable young people to learn individually and collectively the meaning of the Christian faith and its relevance to the life of their generation; and to practice same in their every day life.

 

(c)       SERVICE: To lead young people to offer themselves to the   service of God as true members of His Church, and to   Humanity through dutiful and honest service in local, national and/or international life and dealings.

 

(d)       RECREATION: To give due recognition to the importance   of fitness of the body and mind, and to the provision of suit        able varied forms of recreation in all Youth Organizations or Groups.         

 

1.6             MEMBERSHIP:

1.6.1       Membership of the fellowship shall consist of:

(a)       Ordinary Membership: Open to all members of the Anglican Communion not withstanding age or sex.

 

(b)       Special Membership: Open to the Grand Patron (the    Primate), all National Patrons (The Diocesans), and Youth Chaplains.

 

(c)       Honorary Membership: For the purpose of conferring an honorary membership on anybody within the Anglican Communion, a

Responsibility of administering the Anglican Youth Fellowship in this area to the proposed Diocesan Council?

 

NATIONAL PRESIDENT

We have so inquired and (Name of Old Diocesan Council) is willing and ready to hand over the responsibility of administration to the new Diocesan Council.

 

B.        THE LORD BISHOP WILL ADDRESS THE   CONGREGATION

BISHOP: (To the whole congregation) we are met together here today to constitute the new (name of Diocese) Diocesan Council of the Anglican Youth Fellowship (Nigeria) and to offer the life of the Diocesan Council to God, to pray for the Council and its Officers, and with them, to open our lives anew to the Saviour Jesus Christ and to ask Him to use us as He pleases. Let us therefore observe a moment of silence and ask for His Holy Spirit to descend on us.

 

C.        ORDER OF REDEDICATION PLEDGE

            (The Bishop will address the members of the proposed new    Diocesan Council).

 

BISHOP

Will you as members of the Anglican Youth Fellowship (Nigeria) show at all times by your word, and deeds, your readiness to contribute to the progress of furthering the work of God, and strive to meet all obligations of the Fellowship’s Constitution and the Fellowship’s National Pledge?

 

MEMBER: Yes, I will, so help me God.

 

Privileges Committee shall be set up in each Diocese which shall recommend to its Diocesan Council the name(s) of person(s) within the Anglican Communion in its Diocese who deserve such honour, and such recommendation shall be approved by a two third majority at the Diocesan Council’s General meeting and such matter shall be on the Agenda of such meeting.

 (i)       The names of any person/s so approved by the Diocesan Council shall be sent to the National Executive Committee for ratification by a simple majority.

(ii)       The composition of the Privileges Committee and the guidelines for the award of honorary members and other honours on persons within or outside the Fellowship shall be as contained in the National Council regulations as set below           in (ii) and (iv).

(iii)     Such recommendation shall confirm inter-alia that the             member(s) being recommended for the honorary award are not members of any secret society or cult of any name. Such             recommendations shall be signed by the Diocesan president and secretary and counter signed by the Diocesan Youth Chaplain. Dedication and declaration according to AYF  prescribed dedication  form shall be part of the their honorary service or program.

(iv)      For the purpose of conferring an honorary membership on person(s) with in the Anglican Communion, at branch and or Diocesan Level; a privilege committee shall be set up which shall recommend to the Diocesan Council/ branch the name(s) of person(s) which the Anglican Communion who deserve(s) such hnour such as Patrons/Patronesses or fellow of the Council and such recommendation shall be approved by a two      third    majority at the Branch/Diocesan (Council) General meeting and such matter shall be on the agenda of such meeting paragraph C (iii) above shall also be applied to such person(s).

 

1.6.2       An ordinary member of the Anglican Communion shall be registered with a Branch of the Fellowship and shall be enrolled/dedicated at the Dedication Service following his registration.

 

1.6.3   TRANSFER OF MEMBERSHIP

(a)       When a registered member moves from one branch to another, such shall be deemed to be registered member of his new branch

 

 

 

APPENDIX

TO BE USED DURING THE INAUGURATION OF NEW DIOCESAN/ ARCHDEACONRY COUNCILS

 

A         THE LORD BISHOP SITS ON HIS CHAIR

The members of the Executive Committee of the Proposed Diocesan Council will stand with the National President of the Anglican Youth Fellowship (Nigeria) in front of his Lordship the Diocesan Bishop. All other members of the Proposed Diocesan Council will stand in their places. Congregation will sit.

Revered Father in God, I present unto you, these persons, representing the (name of the old Archdeaconry) council of the A.Y.F. for the said Archdeaconry Council to be constituted and inaugurated into a Diocesan Council of the Anglican Youth Fellowship (Nigeria.)

Have you diligently enquired that the Archdeaconry Council has met all the spiritual and physical conditions necessary for constituting it into a Diocesan Council?

Have you investigated that the Old Diocesan Council of which this Archdeaconry Council was a part is willing and ready to hand over

provided  he submits a Certificate of transfer properly signed by his branch president and secretary.

(b)       The Certificate of Transfer shall include the full names of the            member, the date of his registration/enrolment; dedication; financial position in the branch active or dormant; offices held (if any), reason for transfer; remarks by the branch president. The stamp of the branch shall be on the Certificate.   

(c)       Upon presentation of a Certificate of Transfer dully signed by the appropriate officers by a member to a new branch, the new branch shall register the member accordingly and all   privileges, rights and duties of the old members in the branch       shall be enjoyed by the transferred member PROVIDED that the new branch may ask for further information from the old branch before registering the Transferee.

(d)       The secretary of a branch to which a member is transferred shall notify the Archdeaconry Council and in turn, the Archdeaconry Council shall notify the Diocesan Council. Both notices to be in writing and within 30 days the transferred members is registered in the new branch.

 

(e)       The Certificate referred to in Section 1.6.3(c)

Above shall be a uniform certificate prepared by the national council and obtainable at the national secretariat upon payment of the prescribed fee.

 

1.6.4   REGISTER OF MEMBER

a)         Every branch shall compile the list of all its registered and dedicated members with their current addresses occupation/vocation and forward same to its Archdeaconry Council every two years and the Archdeaconry Council shall          forward same to the Diocesan Council. The Diocesan Council shall, in turn, forward the master list showing its membership in its Diocese to the National Secretary.

 

b)        Upon the receipt of the list of members from the Dioceses the National Executive Committee shall cause the lists to be compiled into a National Resister. The first register shall be published within six months of its compilation while subsequent publican shall be regularly done but not more than five years intervals.

 

c)         Every branch shall notify its Diocesan Council through its Archdeaconry Council of its deceased member(s) every year as well as

I will endeavour to do my daily work will and honestly as my chief means of serving God and my fellowmen; I will give my time to work for the Church and the Community; I will contribute to the up-keep and happiness of my home, and help with the work in it; and spread the faith of Christ in the world, in my Parish, and among my own friends.

 

I hereby promise, that I shall endeavour at all times and in all ways possible, to be a true Christian and a worthy representative of the Anglican Youth Fellowship; to add to its luster and cherish its tradition. I try to play my part in transmitting those traditions to others; not less but greater and better than they were transmitted to me.

 

God being my helper, I will strive hard in thought, worship, witness, service, and recreation to emulate the ideals of the “PERFECT MAN” (JESUS).

 

FELLOWSHIP’S NATIONAL PRAYER

FELLOWSHIP’S NATIONAL PLEDGE

I will endeavour to attend the Holy Eucharist frequently with the Christian family, to receive frequently the life of Christ in Holy Communion. I will pray frequently and honestly in order to know God more fully; and study daily Christ’s revelation of himself in the Bible

 

Those expelled or those who resigned from the Fellowship. While the names of expelled or resigned members shall be removed from the Fellowship Register, the names of the deceased members shall not be removed except that a Death Register shall be compiled in line with the procedure for compiling the membership register.

 

1.7             COVENANT OF THE FELLOWSHIP

            The authorities of the fellowship shall comprise:

(a)              The National Council

(b)              The National Executive Committee (NEeC)

(c)              The National Officers Committee (NOC)

(d)              The Joint Ecclesiastical Councils

(e)              The Provincial Councils

(f)               The Diocesan Councils

(g)              The Archdeaconry Councils

(h)              The Branches

 

1.7.1       RIGHT OF ASSOCIATION

            No member of the Fellowship shall belong to any secret society or cult no matter the aims and objectives of such secret society or cult.

1.7.2   The National Council shall have the right to affiliate with the             National or International Organizations and arrange representation to any religious of secular organization in Youth Exchange Programmes.

1.7.3.  (a)       The Joint Ecclesiastical/Provincial/Diocesan. Council             may affiliate with the Federal of Youth Council organizations within its Province/Diocese/State/Local Government whose aims and objectives are in line with those of the fellowship         and subject to a prior WRITTEN consent of the National Executive Committee. The National Executive Committee (NEC) shall have power to review such affiliate from time to time based upon facts brought to its knowledge if found to be in conflict with the ideals of the fellowship.

(a)       Where, in a state, there is more than one Diocesan Council, an inter-Diocesan Council Committee (with equal representation on the Committee) shall arrange such affiliation with the State Youth Council or Organization and the Committee shall make a joint application to the National Executive Committee for approval.

 

(c)       Where in (b) above is a disagreement by a minority of the inter-Diocesan Councils in a State the inter-Diocesan Council shall, when applying to the National Council through NEC for approval state such minority grounds of objections and such objection(s) shall be considered along with the application before the National Council approves or rejects the application         and the National Council’s decision shall be final.

 

APPENDIX IV

ORDER OF REDEDICATION PLEDGES TO BE USED BY NATIONAL, DIOCESAN OR ARCHDEACONRY COUNCIL DURING REDEDICATION SERVICE OF THE FELLOW SUNDAY SERVICE.

1.8             YOUTH FELLOWSHIP SUNDAY:

            The “Central Committee of the Anglican Youth Fellowship” later renamed the National Council of the Anglican Youth Fellowship and founded 7th May 1952. To commemorate the date, the Sunday which falls on, or immediately following 7th May every year shall be observed as Youth Fellowship Sunday and shall be marked by appropriate celebrations in all Dioceses including special thanksgiving anniversary service under the auspices of the Diocesan Councils. 40 % of the collections at such services shall go to the National Council for development of youth work.

 

CHAPTER 2

2.0             THE NATIONAL COUNCIL

            The National Council of the Anglican Youth Fellowship (Nigeria), herein called the “National Council” shall be the           highest Authority of the Fellowship and shall be responsible for the policy making of the fellowship.

2.1       COMPOSITIONS:

2.2.1   The National Council shall comprise the following:-

            (a)       Six members from each registered Diocesan Council which shall include (i) All national officers within the Diocese (ii) Diocesan Presidents (iii) Diocesan Secretaries (iv)            Diocesan Youth Chaplains, provided the officers in (i) and (iii) above are not National Officers, a lady and a member of             less than 20 years of age.

(b)       Past Presidents and Secretaries of the National Council.

(c)       Joint Ecclesiastical Council Presidents and Secretaries.

2.1.2   The National Council may alter its composition as regards the six members (i.e. (a) above) by a resolution at an Annual General Meeting with a vote of not less than two thirds of the qualified voters of the inaugurated/enrolled councils and such resolution shall become operative from the succeeding year.

 

Tradition, I will try to play my part in transmitting those traditions to others; not less but greater and better than they were transmitted to me,

God being my helper, I will strive hard in thought, worship, witness, service, and recreation to emulate the ideals of the “PERFECT MAN” (JESUS)

(G)      FELLOWSHIP’S NATIONAL PRAYER

O Lord God, the Author of life and fountain of all wisdom, whose blessed Son accomplished the work of our salvation when He was a youth; prosper the activities of the youths of this our beloved country, and inspire us with the spirit to seek only that which will enthrone and honour Thee in all thoughts, words and deeds.

 

Awaken in us the love for Thy service. Give to us the eyes that see, the minds that discern, and the spirits that are open to inspiration. Take away from us all blindness and deafness of mind and soul and help us to use whatever talents you have given us to buld up Thy church, following the example of the PERFECT MAN (JESUS) and to the glory of Thy Name through Jesus Christ our Lord. (H)      SPECIAL PRAYER

O God, my heart is set on serving Thee. To serve the world is hard and unsatisfying, to serve myself is the most cramped of slaveries, but to serve Thee is perfect joy and liberty. I hereby pledge that I shall henceforth Endeavour to live as a loyal member of the Anglican Youth Fellowship, and its branch to which I belong obeying its rules and heeding its instructions.

 

I will Endeavour to attend the Holy Eucharist frequently with the Christian Family, to receive frequently the life of Christ to Holy Communion, I will pray frequently and honestly in order to know God more fully, and to study daily Christ’s revelation of Himself in the Bible.

 

I will Endeavour to do my daily work well and honestly as my chief means of serving God and my fellowmen; I will give my time to work for the church and the community; I will contribute to the up-keep and happiness of my home, and help with the work in it; and spread the faith of Christ in the world, in my Parish, and among my own friends.

2.2       DUTIES AND POWERS OF THE NATIONAL           COUNCIL

(a)       To formulate policy/programme and fund programmes such as inter-alia Annual National Bible Study Conference, leadership/prayer seminar, youth stars camping, sisters’ forum seminar, sporting activities and profit yielding investments.

(b)       To receive the reports of the National Officers and approve the Annual Budget of the Fellowship.

(c)       To approve the reports of the National Executive Committee             on any matter and ratify any decision of the National      Executive Committee taken in the interest of the Fellowship through without prior approval of the council.

(d)       To direct control and discipline all Diocesan Councils in accordance with this constitution.

(e)       To serve as the highest appellate body in all cases of discipline of individual members and/or Joint Ecclesiastical/ Provincial/diocesan /Archdeaconry  Councils and its decision on any issue shall be final. 

(f)        As the custodian of this constitution, to ensure through its officers that the constitutions are strictly observed and obeyed by every member  and organs of the fellowship at all levels and to discipline anybody for any breach thereof.

(g)       To invest the Fellowship funds in any project deemed             beneficial to the fellowship and to procure and preserve properties real, personal intellectual for the fellowship.

(h)       To compile, control and publish the fellowship’s member register regularly.

(i)        To inaugurate new Diocesan Councils, issue enrolment certificate to be signed be the National President and National Secretary jointly.

(j)        TO PUBLISH THE FELLOWSHIP MAGAZINE

            Towards Leadership” regularly and produce as approved through the National Officers Committee and production of items whatsoever bearing logo and name of the fellowship            within or outside the church of Nigeria Anglican Communion provided that branches, Archdeaconries, Diocesan, Provincial and Joint Ecclesiastical Provincial Councils may print their programme and any approved publication to make activities of   the fellowship known.

(k)       To pursue and ensure the realization of the aims and objectives of the Fellowship within the church, of Nigeria (Anglican Communion)

 

CHAPLAIN: Will you pray God to give you the grace to discharge your duties to the Church and State by seeing to it that in worship, witness, words, deeds and in recreation all the members of the A.Y.F. in particular and the youths of the church and state in general may realize that they are one before God.

(l)        To set up a Board of Trustee, appoint, remove and add to the             Trustees to the Board and receive reports of the Board’s activities annually at the Annual General Meeting or at any time it may desire.

(m)      To maintain peaceful co-existence of the fellowship with the authorities of the church of Nigeria at all levels.

(n)       The above functions may be performed by the National Executive Committee on behalf of the National Council.

 

2.3             GRAND PATRON AND PATRONS

2.3.1   The General Patron of the fellowship shall be the Primate of the church of Nigeria. All other Diocesan Bishops shall be Patrons to the fellowship. The Grand Patron and all Patrons shall serve as guardians and advisers to the fellowship. Except by death or retirement, their offices shall be perennial.

 

2.3.2   Creation of more provinces in the church of Nigeria Anglican Communion notwithstanding, the Archbishop and Primate of             all Nigeria shall be the Grand Patron while other Bishops shall be Patrons of the fellowship.

 

2.4             OFFICERS OF THE NATIONAL COUNCIL

2.4.1       National Officers

            The following shall be the officers of the National

(i)        The National president

(ii)       Three national vice presidents

(iii)     The national secretary

(iv)      Two Asst. National Secretaries

(v)       The National Treasurer

2.42    All National Officers shall be elected triennially at the Annual General Meeting of the Council by a secret ballot of each duly accredited council personally present. Each officer shall be eligible for re-election provided no officer shall hold office for more that six (6) years consecutively on a post under this      constitution.

REDEDICATION OF OLD MEMBERS

PRESIDENT: Reverend father, I present to you all members of the Anglican Youth Fellowship (Nigeria) of this Branch/Archdeaconry/Diocese who desire to rededicate themselves to the services of the Church and State and the ideals of the Youth Fellowship.

CHAPLAIN: Will you, as members of the Youth Fellowship show at all times by your words and deeds your readiness to contribute to the progress of furthering the work of God and strive to meet all the obligations of the fellowship as contained in the NATIONAL PLEDGE?

 

Nominated by the National Secretary for the approval or rejection of the Council and once the Council approves the nominations, the National Secretary’s nominees shall become elected unopposed and have full rights and responsibilities as any other officer of the Council.

(b)       If there is any objection to the National Secretary’s nomination(s) the council shall consider the objections; if it’s unanimous it shall reject the nomination and take fresh    nomination. If the objection is not unanimous, votes shall be        cast to determine the council’s final decision as to the             acceptance of the nominee. The council shall not consider any objection based on sentiments, personal bias or prejudice against any nominee. The nominations hall be by simple majority vote and any vote thereof shall be by show of hands.

2.5       NATIONAL OFFICERS COMMITTEE (NOC)

            (a)       There shall be a committee of all elected National Officers to be called “The National Officers Committee” (NOC) to be presided over by the National President or any of the Vice President. The National Secretary shall be the secretary of the committee.

(b)       The National Auditor shall not be member of the National Officers Committee EXCEPT that he may be invited at any time by the committee to give a

 

 

 

Report on specific matter or advice on some issues relating to finance.

2.5.1       SPECIAL OFFICERS

            I          NATIONAL AND PROVINCIAL YOUTH

                        CHAPLAINS: The National and Provincial Youth Chaplains shall be appointed by the Primate and Provincial Archbishop respectively.

(a)        They shall guide the national and Provincial Councils respectively In all religious matters and the National Chaplain shall help the National Prayer Wing Coordinator in the planning of religious activities of the National Council.

(b)        They shall, with the national President and the National Secretary, be the link between the fellowship and the Primate and the General Synod.

(c)        The National Chaplain together with the National President and National Secretary shall present to the General Synod the activities of the Fellowship and make recommendations to the Primate and the General Synod on matters relating to the training and welfare of Youths in the church.

(d)       They shall cooperate with the National Chaplain and Diocesan Youth Chaplains with a view to enhancing Youth work within the Dioceses.

 

APPENDIX

APPENDIX II

FELLOWSHIP’S NATIONAL PRAYER

(e)       They shall establish a relationship with Youth Chaplains in other Provinces of the Anglican Communion.

II         DIOCESAN YOUTH CHAPLAIN:

(a)       He shall guide the Diocesan Council in all religious matters; assist in and coordinate the planning of all religious activities     of the Diocesan Council.

(b)       He shall being the chaplain, ensure that there is no clash or friction or/and amongst other Youth bodies in the Diocese especially in planning religious programmes.

(c)       They shall be the link, jointly with the Diocesan President and Secretary, between the Fellowship and the Bishop and strive   to see that the Fellowship is represented in the Diocesan Synod (where it is not yet represented) and ensure, where already represented, that the representation is maintained.

(d)       They shall, jointly with the Diocesan Executive, initiate, coordinate and execute evangelical, social and welfare programmes to encourage stimulate the youths in the Anglican Church in remaining in the committed to the Anglican Communion.

(e)       They shall liaise and exchange programmes with other Dioceses in the fellowship’s aims and objectives.

(f)        They shall also be the Diocesan Chaplain of the AYF Stars.

(g)       They shall submit reports of their Diocesan religious activities to the National Council through National Chaplain.

 

2.5.2       DUTIES OF THE NATIONAL OFFICERS:

            I          NATIONAL PRESIDENT

            (a)       The National President shall be the head of the Council and he shall preside over all Council Executive, and Officers meetings at which he is present.

            (b)       He shall, by this signature, signify the correctness of the minutes of the previous meetings after a motion for adoption of such minutes has been passed.

            (c)       He shall, with the National Chaplain and the National Secretary, form a link between the fellowship, the Primate, the Archbishops and the General Synods. He          shall make representations to the bodies above,     regarding the activities and polices of the fellowship.

 God. from, a meeting or have by other disciplinary action taken against him for such reasons as the Executive Committee or the General Meeting may deem fit.

30.       CONFLICT:  For the avoidance of doubt, the   provisions of             the constitution shall have precedence and prevail over those           of the byelaws and the standing orders where there is a conflict or for any other cause.

3.1       AMENDMENT: The standing orders may be amended by the National Executive Committee on two-thirds majority votes of its members present, after a minimum of 14 days notice of the proposed amendment shall have been given off by or through the General Secretary and such amendment shall re ratified by the National Council with a 2/3 majority of the Diocesan Councils.

32.       The Annual General meeting of the National Council may by             two-thirds majority vote of those present, recede, amend or suspend any of these Standing Order.

(d)       He shall be one of the signatories to the Fellowship’s Account.

(e)       He shall represent the fellowship in any National or International Conferences, Seminars etc and present papers (where necessary) on behalf of the fellowship.

(f)        He shall arrange visitations to the Dioceses in conjunction with the National Officers Committee as regularly possible and he may delegate such visitation to any or some of the National Officer not from the Diocese. He is to visit, without any prejudice to the visitation of the his Vice Presidents, to any Zone assigned to them.

(g)       He shall perform such other duties relating to his office or assigned to him by the National Council or National Executive Committee.

II         THE NATIONAL PRESIDENTS:

(a)       The 3 joint Ecclesiastical Provinces pursuant to chapter 4 of t            his constitution shall each elect a president who shall be an automatic National Vice-President.

(b)       During election, there shall be voting conducted for the 3 Vice-Presidents pursuant to sub-paragraph (a) above in order o determine National Vice-Presidents 1, 2 and 3 respectively.

(c)       The National Vice-Presidents shall assist the National President in the conduct of affairs and administration of the Fellowship through the National Council, National Executive Committee and National Officers Committee and they shall act for the President in his absence in a chronological order.

(d)       The National Vice-Presidents may be assigned to oversee, co-           ordinate and represent the President in the affairs/activities in          the Zones assigned to each of them and each shall make written report to the National Council or National Executive Committee as often as may be demanded.

III       THE NATIONAL SECRETARY

(a)       The National Secretary shall convene all general and Executive Meetings at the direction of the national President and keep proper records of such meetings.

(b)       He shall implement decisions taken at all General Meetings and seek National Council’s approval for all Executive Committee decisions. He shall be the Secretary to the National Executive Committee, National Officers Committee and any Committee of the councils.

 

(c)       He shall perform the secretarial and administrative duties of t            he council.

 

(d)       He shall coordinate the works of all Diocesan Councils.

 

(e)       He shall cooperate with the Diocese hosting any National activity for the Fellowship and see to it

 

Committee may be determined, by that committee. It may appoint its chairman, secretary and co-opt any other members.

22.       ELECTION: Only qualified voters shall be admitted into the meeting hall during election time. The secretary shall compile the voters list seven (7) days before the election.

23.       EQUIPMENT: Ballot papers, in one or different colours, authenticated or identified e.g. by stamping shall be made       ready before hand and supplied to members either at meeting entrance after a break immediately preceding election or in th hall, as and when necessary and ballot containers or boxes             shall be procured or made available before election time.

24.       VOTING: All voting at the fellowship meetings during election, shall be by secret ballot/or show of hands in the ordinary meeting.

25.       Adhoc electoral officers, a maximum of five shall preside, and shall be appointed by the Annual General meeting.

26.       FUNCTION: The said electoral officers shall control, conduct and manage the annual election for which they are appointed. During the election, the presiding electoral officer shall have the powers of the chairman under these Standing Orders.

27.       DECISION: Such electoral officers shall decide on the colour of ballot paper to be used for any office about to be contested, if ballot papers of different colours are supplied.

28.       To the extent of their functions, the decision of the electoral officers shall be final.

29.       ACTION: Any member of the Fellowship may be expelled disposed of. Once a subject has been discussed and voted upon it shall not again be introduced during the meeting.

16.       No motion or amendment shall be discussed unless it is seconded, except the proposals of the Executive Committee or the report of any committee of the fellowship, which shall be taken as have been moved and seconded. No second amendment or rider shall be voted upon until the first amendment is disposed of.

17.       On any issue, cause or matter, every member shall have one   vote at a time but the chairman shall have a second or casting     vote in the event of equality of votes. Provided that if at an election there is equality of votes, the presiding electoral officers shall have voting rights, but not casting votes.

18.       The ruling of the chairman on all these matters shall be obeyed.

19.       The  chairman shall have power to ask any one found hooting, shouting, side-taking or doing any other distractive acts to walk out of the meeting or order him to pay a fine.

20.       The full meeting shall have power to appoint committee for furtherance of its business. Such committee may sit during the         hours of the meeting should it be necessary for them to do so.

21.       The chairman may give directions or adopt measures reasonably necessary in the interest of the fellowship or reasonably conducive to the conduct or proceedings of any   conference or meeting. The procedure at a meeting of any

that decisions of the National Council are strictly adhered to.

(f)        He shall keep an imprest account of not more than Ten Thousand (N10,000) at any particular time or as the National     Executive Committee shall approve.

(g)       He shall be one of the signatories to the fellowship’s account.

(h)       He shall make his books available to the National Auditors for auditing at any time the NOC, National Executive Committee or the National Council so direct. Notwithstanding the direction of anybody, he shall make his books available to the National Auditor or least once a year not later than thirty (30) days before the Annual General meeting.

(i)        He shall present to the Annual General meeting audited statements of account of the income and expenditure for the previous year. He shall also present a budget for the coming year.

(j)        He shall make available or present to the NOC and National Executive Committee one after the other, at least two times a   year or as may be demanded by the National Executive Committee, statement of account of the fellowship to include the bank balances, due outstanding; cash in hand, stock of items that may be directed to be included or deemed necessary to be included to show correct and true position of        the fellowship’s account

(k)       He shall keep a register of all Diocesan Councils, Archdeaconry Council’s and branches. He shall Keep an up-to-date statistics of the membership of the fellowship.

(l)        He shall work with the National President, the National and the Provincial Youth Chaplains to form a working link with the Archbishops and the General Synod.

(m)      He shall be the custodian of all fellowship books, cheques, and any other properties excepting that current financial books and cheque books may be kept by the National Financial Secretary and Treasurer respectively.

 

IV       THE ASSISTANT NATIONAL SECRETARIES

(a)       The Assistant National Secretaries shall jointly and severally            assist and cooperate with the National Secretary in the day to    day running of the secretariat and in the performance of the             secretary’s duties in this constitution.

(b)       They shall perform any duties or function or directive that     may be assigned or given to them jointly or/and severally by             the national Council, National Executive Committee and        National Officers Committee.

V         THE NATIONAL TREASURER

(a)       The national Treasurer shall collect all monies due to the fellowship from the National Financial Secretary, and shall             issue proper receipts for such monies so received.

(b)       He shall pay all claims duly authorized by the National President and shall obtain receipts for all

9.         The order of speaking shall be determined by the chairman in            his absolute discretion without fear or favour.

10.       The chairman shall use his discretion to a stop a discussion when there are many members anxious to speak on a subject, in due fairness, when the considers that further discussion will       be provocative, irrelevant or dilatory to the matter.

11.       A member who has any relevant and pertinent information to            give, may in the course of a speech by another person plead with the chairman but such a pleader shall only give his information if permitted to do so by the chairman.

12.       A member may raise a plea of “point of order” which when    raised shall only be allowed where a member observes and the chairman accepts that there is a deviation by a speaker from    the subject matter and/or according to these “Standing Orders”

13.       A member may raise the plea “on point of correction” where             there has arisen a misquotation of a speaker, or a misrepresentation of either a speaker or the matter under discussion.

14.       Misquotation or a misrepresentation shall be corrected firstly            by the person misquoted by the chairman.

15.       In the event of proposition to proceed to the next business or            for progress being moved and seconded, it shall after the proposer and seconder of the resolution have been heard be out to the vote. If agreed to, all other propositions on the subject under discussion shall be considered as

 

 

STANDING ORDERS

These Standing Orders are intended to provide for the conduct and procedure of Annual General Meeting, Conference and meeting and matters relating thereto, and shall be read together with this constitution and the byelaws of the Fellowship.

1.         These Standing Orders are made by the National Council of   the fellowship in exercise of its power chapter 9 of the        National Constitution of the fellowship and other enabling     powers in that behalf.

2.         Quorum: The quorum at any meeting of the fellowship including committee meeting shall be 1/3 of the total membership or accredited council it is not on constitutional           amendment.

3.         An Annual General Conference/Meeting shall transact such   business as are on its agenda or any business decided by the      Conference/Meeting or the National Executive Committee or             the President.

4.         An Agenda of the business of the meeting shall be supplied to every member. This agenda shall be adhered to till the     completion of business unless a proposition to suspend the Standing Orders is made and carried by a majority of two-  third of the members present.

5.         The President shall take the Chair and formally open the meeting. In the absence of the President, his 1st Vice or 2nd     Vice or 3rd Vice where 1st is absent will be Chairman.

6.         No member shall commence to speak on any topic until he is             recognized to do by the chairman.

7.         Any member who wishes to speak shall hold up his hand to    attract the Chairman’s attention.

(c)       He shall pay into the Fellowship’s bank account. All monies received on behalf of the fellowship within seven day of such    `receipts.

VI       THE NATIONAL FINANCIAL SECRETARY

(a)       The National Financial Secretary shall be responsible for the             collection of all dues from the Diocesan Councils and any other body or organization and shall issue receipts for all monies received.

(b)       He shall pay such monies received from Diocesan Councils and/or other bodies or organizations and proceeds from the sale of National items to the National Treasurer within 7 days;      and shall obtain a receipt from the National Treasurer for such monies paid.

(c)       He shall keep proper records of all monies collected from any source and all monies paid to the National Treasurer.

(d)       He shall make his books available to the national Auditor for            auditing any time the National Executive Committee, the National Officers Committee or the National Council so directs. Notwithstanding the direction of the National Council             of the National Executive Committee, he shall make his books available to the Auditor, at least once a year, not later than   thirty (30) days before the Annual General Meeting.

VII      NATIONAL LEGAL ADVISER

(a)       The National Legal Adviser shall be a registered Solicitor Advocate of the Supreme Court of Nigeria with not less than five (5) years of post call. He shall be a person engaged in active legal practice.

(b)       He shall not hold or take any brief known to be adverse to the interest of the fellowship.

(c)       He shall be a member of the Fellowship’s Editorial Board for             all publications especially the Fellowship Magazine.

(d)       He shall advise the National Council, the National Executive             Committee and the National Officers Committee from time to time on the interpretation of his constitution and all other legal matters. Committee for consideration pursuant to Article 11. 2 and 11.3 of this constitution.

11.7    No amendment or regulations to this constitution shall have a            retrospective effect PROVIDED this clause shall not be construed as affecting anything done by the National Council and the appropriate organs of the fellowship which but for the new amendments hereto was legal at the time it was done.

 

11.8    Pursuant to Article 11.7 of this Constitution all structures, offices created and any actions taken by the National Council or National Executive Committee before coming into effect of         this amended constitution shall continue to have effect as created or taken under this amended Constitution. 

 

CHAPTER 11

11.0         AMENDMENT

11.1    This constitution is subject to amendment.

11.2    A motion for amending any part of the constitution shall be submitted to National Executive Committee who shall first examine it.

11.3    After the National Executive Committee has examined and found the amendment necessary it shall recommend it to the             National Council.

 

11.4    If the amendment is supported by two thirds of the accredited           Diocesan Councils of the National Council at an Annual General Meeting, the constitution shall be so amended.

 

11.5    Proposal for amendment by any member or branch or Archdeaconry Council shall pass through a hierarchical order    to the Diocesan Council which shall be the only body to         propose any amendment to the National Executive Committee.

 

11.6    Where a proposed amendment is rejected by a Diocesan Council with a simple majority less than the vote of the 2/3    accredited member branches of the Council the Diocesan       Secretary shall certify the proceedings at such meeting    showing the attendance of accredited branches, the proposed             amendment, the votes cast including abstentions and forward            same to the National Executive

(e)       He may defend the fellowship or its interest in any Court actions as well as sue or prosecute any action in any Court in Nigeria in the name of the fellowship for the protection of its         properties both physical and intellectual or any other legal         matter so assigned to him.

(f)        Where there is no qualified person amongst the National Council members, the Council shall appoint any qualified          person from any Diocese upon National Officers Committee’s recommendation and such person shall become a Councilor of the National Council from his Diocese.

(g)       He shall perform any other duties that may be assigned to him by the National Council, NEC and NOC.

VIII    THE NATIONAL YOUTH CHAPLAIN

(a)       The National Youth Chaplain who shall be a Senior Clergy not below Rev. Canon shall coordinate the religious activities of the various Dioceses especially the evangelical campaign          and ensure uniformity throughout the Dioceses.

(b)       He may convene the meeting of all the Diocesan Youth Chaplains after consultation with the National Officers Committee for purpose of planning coordinating and       stimulating programmes and he shall preside over such meeting.

(c)       He shall propose and encourage training programmes for all Evangelists,

 

 

 

 

Coordinators/Secretaries within the fellowship upon the approval of NOC or National Executive Committee.

(d)       He shall liaise with the Diocesan Youth Chaplains in all religious matters as in (a) above.

IX       THE NATIONAL PUBLIC RELATIONS OFFICER

(a)       The National Public Relations Officer shall be responsible for all publications of the fellowship.

(b)       He shall, with the National Secretary and/or the National President will be responsible for all fellowship releases to the Press subject to the prior approval of National Officers Committee or National Executive Committee or National Council.

(c)       He shall be the Editor of the fellowship magazine “Towards   Leadership” and ensure that the magazine is published         regularly at least once a year.

X         THE NATIONAL AUDITOR

(a)       The National Auditor(s) who shall be appointed by the council and the said appointment ratified by the same AGM shall audit the accounts of the fellowship at least once a year, and issue         his certificate with his signature to certify the correctness of        the accounts.

(b)       By his training, he shall be qualified in General Accounting Procedures and be engaged in the duties related to his position if not a qualified accountant or bodies.

 

CHAPTER 10

10.0    THE CHURCH OF NIGERIA

 

10.1    The fellowship being an organization within the Anglican Communion in Nigeria shall operate within the Church of            Nigeria (Anglican Communion) and any inconsistency between this Constitution and the Constitution of the Church of Nigeria as far as ecclesiastical matters are concerned, the constitution of the Church of Nigeria shall prevail.

10.2    STATUS OF CATHEDRALS

            Pursuant to 9.1 above the branch of the AYF in Cathedrals in             the Dioceses of the Anglican Communion shall be accorded      the status of an Archdeaconry within the Diocesan Council without any prejudice to chapter 4 of this Constitution. Accordingly, the Provost of each Cathedral shall have the status and function of an Archdeacon in an Archdeaconry Council.

 

CHAPTER 9

9.0       RULES AND REGULATIONS

9.1       The National Council shall have power to make rules and regulations governing the conduct of members at meetings, elections proceedings, discipline, practice and procedure of Disciplinary Committee and on any provision of this constitution in order to bring such provision into effect AND             such rules and regulations shall be treated as part of this constitution to such an extent that a violation thereof shall be treated as a violation of this constitution.

9.2       Pursuant to Article 9.1 above, the National Council may make Rules and Regulations for the structures and operations of the Women Forum; the Fellowship Stars, and the Prayer Wing.

9.3       Pursuant to Article 9.1 of this constitution the rules and regulations contained in the schedule to this constitution called the “Standing Order” shall be used for the conduct of members at all meetings of the Fellowship at all levels subject to modifications to meet local requirements.

(c)       He may at any time, at the direction of the National Council or the National Executive Committee ask for any book of the fellowship for purposes of auditing. Notwithstanding this direction from the bodies, he shall ask for and receive the books of the fellowship for purposes of auditing, not later than thirty (30) days before the Annual General Meeting.

(d)       He shall not be a member of the national Executive Committee EXCEPT that he can attend on invitation.

 

XI       THE NATIONAL YOUTH STARS CO-ORDINATOR

(a)       He shall coordinate the activities of the Fellowship Youth      Stars from all the Dioceses and arrange/exchange programmes      for the stars across the Dioceses after consultation with the    National Officers Committee.

(b)       He shall liaise with the Diocesan Co-ordinators of the Stars    and receive the Diocesan programmes for coordination.

(c)       He shall submit report of the Stars activities annually or as     regularly as the National Executive Committee shall direct.

(d)       He shall perform any other duties the National Executive may           assign to him.

(e)       Membership of the fellowship stars shall be open to Youth Stars aged between 10 and 18 years.

(f)        The Fellowship Stars Coordinator shall submit his annual programme to the National Council through NOC for approval.

(g)       He shall organize Biennial National Fellowship NOC, and NEC National Council.

(h)       He shall represent the fellowship in any National or International Youth Conferences and Seminars aimed at improving the Christian Youths.

 

XII      THE NATIONAL SISTER’S FORUM CO-ORDINATOR

(a)       She shall coordinate the Diocesan activities of the Sister’s Forum through the Diocesan Co-ordinators and ensure that the aims and objectives of the fellowship are adhered to and bring to the notice of the National Executive Committee through the NOC any breach or violation of the fellowship rules and regulations being assigned to her by the National Council NOC or NEC.

(b)       She shall represent the fellowship in any National and/or International Conferences/Seminars and workshops aimed at improving the Christian Sisters to achieve happy Christian homes.

(c)       To organize and formulate uniform activities/programmes for            the fellowship women subject to prior approval of the National Executive Committee.

(d)       To carry out any directive of the National Officers Committee or National Executive Committee.

8.4             SUSPENSION OF COUNCILS

8.3.1   If any branch or Archdeaconry Council or Diocesan Council             shall conduct itself in a manner detrimental to the character reputation, interests and/or progress of the fellowship, or in any way likely to embarrass the fellowship in general and/or any appropriate higher authority in particular such Branch/Archdeaconry Council or Diocesan Council shall be called upon to defend itself by the Executive Committee of the appropriate higher authority if found guilty, the Branch, Archdeaconry Council or Diocesan Council may be warned or suspended. Any suspension shall b subject to the confirmation     of the general meeting of the appropriate higher authority. The affected Branch or Archdeaconry council shall have a right of appeal against the decision to the next higher authority. Any suspended Diocesan Council any ask for the National   Executive Committee to review its case at the expiration of    one year. Such review will be subjected to the prior approval      of the National Council.

 

8.3.2   In the case of suspension of any Branch, Archdeaconry or Diocesan Executive, the next higher authority shall empower the branch/ or Diocesan Youth Chaplain to advise on the set up of a Caretaker Committee which shall run the affected Branch or Council and organize fresh elections within six             months.   To submit an annual report of the activities of the Forum to the National Council at its Annual General Meeting and any report and may be demanded by the NOC, National Executive Committee or National Council. evidence not available at the trial of the Appellant.

8.1.7   Any case of confirmed expulsion shall be reported to the appropriate Diocesan Council and National Council not later than (14) Fourteen days after the confirmation.

 

8.1.8   DISCIPLINARY COMMITTEE

 

8.2             FINANCE DEFAULTERS

8.2.1   If any member fails to meet his annual obligation to his Branch, he shall be deprived of his voting right and any other right from his branch.

8.2.2   If a branch fails to meet its Annual Financial obligation for a             year to the Archdeaconry or Diocesan Council, such branch     shall lose its voting right.

8.2.3   If a Diocesan Council fails to meet its financial obligation the           National Council, such Diocesan Council shall lose its voting     right in the National Council for the year.

8.2.4   If a Branch, an Archdeaconry Council or a Diocesan Council             fails to meet its financial obligation for two or more consecutive years, such Branch or Council shall lose its seat at         the Archdeaconry, Diocesan or National Council. The seat lost will be regained on the payment of outstanding arrears and 50% of the appropriate Enrolment fee.towards the Sisters Forum activities.

(d)       To submit an annual report on the activities of the Forum to   the National Council at its Annual General Meeting and any    report that may be demanded by the NOC, National Executive             Committee or National Council.

(e)       Sisters Forum shall be opened to all Christian sisters not below the age of 15 years.

(f)        The Sisters Forum coordinator shall submit her Annual Programme to the National Council through the NOC for approval.

(g)       She shall organize upon the approval of NEC, NOC and National Council an Annual Educative Sister’s Forum Workshop.

(h)       She shall submit her proposed Seminar and/or workshop Programme and items with its financial implication to the National Council through the NOC for approval.

(i)        She shall be assisted by the National Treasurer and/or             National Financial Secretary.

(j)        To plan and monitor production costs of her Annual Seminar/Workshop items.

 

XIII    ASSISTANT NATIONAL SISTERS’ FORUM COORDINATOR

(a)       She shall assist the National Sisters’ Forum Coordinator in the performance of her duty or as may be assigned to her by NOC, NEC or National Council.

(b)       Chapter 2,4.3 of this constitution shall be applied to the election of the Assistant National Sisters’ Coordinator.

 

XIV    NATIONAL PRAYER WING COORDINATOR

            He shall function under the National Chaplain and shall coordinate all prayer activities of the Fellowship. He shall be a sprit-filled Christian to hold this office (I Tim. 3:1-7)

2.5.3   QUALIFICATION FOR OFFICERS/LEADERS

(a)       Any married man aspiring to be a leader or officer of the fellowship at any level of the fellowship shall be a person of Christian marriage and have only one wife; he shall be a         sober, self-controlled and orderly person and must be able to   manage his family and be spirit-filled (I Tim. 3:           

(b)       A woman leader/officer shall be of Christian marriage living with her husband and she must be of high moral standard worthy of emulation by the young unmarried ladies and also             spirit-filled (I Tim. 3:1-7)   

(c)       Without prejudice to (a) – (b) above an unmarried member shall be qualified to hold office as long as he is of a high       moral standard and of a good Christian character.

2.5.4   APPOINTMENT OF ELECTORAL COMMITTEE

(a)       There shall be a Five Man Electoral Committee for the purpose of conducting the National Election who shall be chaplains appointed at the AGM from various Joint      Ecclesiastical Provinces.   

8.1.5   (a)       Any suspended or expelled member of a branch or council willing to appeal against such suspension or expulsion shall lodge his appeal with the appropriate council not later       than 30 days from the date the notice of the suspension or     expulsions is from the date the notice of the suspension or             expulsions is either served on him in writing or pronounced to his hearing by the Disciplinary Committee.

(b)       Until the appeal is heard and decision taken thereon the appellant shall cease to hold any office or perform any official duty in the branch or council.

(c)       The period of appeal herein provided may be extended by the           Appellate Authority; if sufficient reasons for the delay are given and the Appellate authority is satisfied that it was not             due to the Appellant’s negligence.

(d)       Every proceeding of any disciplinary committee shall be in writing and the decision duly signed by the members of the committee except that a dissenting member any write    independent judgment duly signed by him.

8.1.6   (a)       The Appellate Authority shall within 30 days from the            date of receipt of the Notice of Appeal communicate its decision on Appeal to the Appellant and the Branch or Council.

            (b)       The Appellant Authority shall have a discretion to accept further evidence from the accuser or the Appellant where found very necessary in the interest of justice and such evidence must be

 

CHAPTER 8

DISCIPLINE

8.1       EXPULSION AND SUSPENSION OF MEMBERS

8.1.1   If any member of the fellowship including ordinary or             honorary member shall be found, after a full investigation giving him a fair hearing, to belong to any secret society or cult such member shall be expelled.

8.1.2   If any Youth Chaplain is known to belong to any secret society or cult the appropriate Council of the Fellowship shall make representation to the Bishop (or in the case of the          Provincial Youth Chaplain, the Archbishop) for such Youth Chaplain to be changed.

8.1.3   If any Patron of the Fellowship is known to belong to a secret            society or cult, such patron shall cease to be a Patron.

8.1.4   If any member or Councilor shall conduct himself in a manner detrimental to the character, reputation, interests and progress of his branch or council, such member shall be called upon to defend himself by the Executive Committee of the Branch or Council and if found guilty, may be warned or suspended for a        definite period or expelled. Any suspension or expulsion shall be subjected to the confirmation of the General Meeting of the        Branch or Council. Such member shall have right of appeal            against the decision of the Branch or Council to the next higher authority, and the decision of the Diocesan Council on            any appeal from a branch through the Archdeaconry Council             shall be final.

2.2.5       QUALIFICATION FOR ELECTION

            (1)       A person shall qualify to contest an election if:

            (a)       He or she is a committed member of the fellowship.

            (b)       He has attended not less than five National Conferences.

            (c)       He has held a Diocesan Office.

            (d)       He has been a Delegate/member of the NEC for at least 3 years.

            (e)       Proof of the above shall be determined by the Electoral Committee in conjunction with the Secretariat.

            (2)       Qualification to vote:

            (a)       A person shall be qualified to vote if he is a committed member of the fellowship

            (3)       The decision of the Electoral Committee shall be final

            (4)       The provisions above for elections in the National Council shall apply to Elections at the Joint Ecclesiastical and Diocesan Councils.

            (5)       The Mode of Elections at Archdeaconry, District and branch levels shall be determined by the Diocesan Councils in consultation with the relevant Joint Ecclesiastical/Provincial Councils

2.6.1   NATIONAL OFFICERS’ COMMITTEE          COMPOSITION

            (i)        The National Officers’ Committee shall comprise all National Officers except the national Auditor who attends on invitation.

            (ii)       The Committee shall meet regularly and as when the need arises.

2.6.2       NATIONAL EXECUTIVE COMMITTEE:

            COMPOSITION

            The National Executive Committee shall comprise:

(a)              All elected National Officers.

(b)              Diocesan Youth Chaplains of registered Diocesan Councils.

(c)              Four representatives from each registered Diocesan Council. The four representatives shall include the President, Secretary and a lady.

(d)              Other members that are not within 2.6.1 (a) above may be invited.

(e)              Past President and Secretary and/or any past National Officer so honoured.

 

2.6.3       DUTIES OF THE NATIONAL EXECUTIVE COMMITTEE

2.6.4   It shall be responsible for the day-to-day running of the fellowship, execute fellowship’s policies on all matters and prepare and execute the directives of National Council.

2.6.5   It shall ensure that all Diocesan Councils, Archdeaconry Councils, and Branches keep to the general policies of the National council and abide by the aims and objectives of the         fellowship.   

2.6.6   It shall maintain relationships with other societies religious or secular, national or international, as and when such is desirable, subject to the approval of the National Council.

 

CHAPTER 7

7.0.0   NATIONAL SECRETARIAT

            (a)       The National Council shall remain a Secretariat where             all documents relating to the Fellowship shall be kept.

 

            (b)       It shall have some staff to run the affairs on day to day            basis   from Monday to Friday between the hours of 8.00am and 5.00p.

 

            (c)       The Secretariat shall be supervised by the National Secretary who will ensure the Secretariat is properly run and the welfare of staff is adequately taken care of.

            (d)       It shall be responsible for production of National items for sale (for meetings, seminars, conferences, etc) such items produced  shall have a stock record to show items produced, sold and left unsold.

 

            (e)       The Administrative Secretary shall be a co-opted  member of             the National Officers Committee (NOC)    to give a report on matters relating to the Secretariat. The NOC also has power to assign him/her to perform   the duty of any officer as the need arises.

Six consecutive years on a post. Except for the patrons, there shall be on life-officers.

6.4.3       The Vicar of the Parish shall be Branch Chaplain.

6.4.4       The duties of officers shall be as specified in 3.5 in as much as they relate and are limited to the Branch.

6.5             BRANCH EXECUTIVE COMMITTEE

6.5.1       The Branch Executive Committee shall consist of all the officers excepting the Branch Auditor; but including all Archdeaconry, Diocesan and National Councilors in the Branch.

6.6             MEETINGS:

            The Branch shall meet as regularly as possible, not less than once a month. Meetings shall be held as specified in 3.7 in as       much as they relate and are limited to the Branch.

6.7             FINANCE

6.7.1   The Branch shall be empowered to raise funds within its branch to meet its obligations.

6.7.2   The Trustees to the Branch for its accounting purposes shall be its President/Secretary and Treasurer.

2.6.7   Decisions of the National Executive Committee relating to any change in fellowship policy shall be subject to the approval of the National Council, excepting that in emergency cases, such decisions may be executed without approval of the National    Council. But an approval shall be sought and got at the first National Council Meeting after such decisions have been executed.

2.7             MEETINGS

2.7.1       THE NATIONAL COUNCIL MEETINGS:

(a)        The National Council meeting shall be held once in a   year and it shall be called the “Annual General            Meeting” (AGM) PROVIDED an Extra-Ordinary General meeting may be called in case of any             emergency or as National Executive Committee may decide.

 

(b)        The Annual General meeting shall be called to listen to the Presidential Address; to receive and consider the             annual report of the activities of the preceding year from the:

            (i)        National Secretary

            (ii)       National Treasurer; and

            (iii)     The National Auditor’s Report

            (iv)      The Budget for the succeeding year from the National Treasurer,

            (v)       Report of any other officer if so directed.

(b)(i)   All the above report except the Presidential address shall be presented to the delegates on

arrival for a fee to be prescribed by NEC.

(c)       To consider any other matter on the Agenda for the meeting.

(d)       All reports of the National Officers to the AGM shall be submitted through the national Secretary EXCEPT where an officer is specially directed to report personally.

2.7.2   EMERGENCY GENERAL MEETING

            Emergency General meeting of the National Council may be called before the Annual General Meeting upon the request of the National President after consultation with the National Officers Committee and such meeting shall discuss only the      items for which it is called.

2.7.3   QUORUM

            The Quorum for meetings in 2.7.1 and 2.7.2 shall be 1/3 of the registered Diocesan Councils to the nearest whole number including the National President, the National Secretary or one Assistant National Secretary “PROVIDED” that in case of constitutional matters or amendments that less than two thirds of the registered Diocesan councils shall form a quorum.

 

2.7.4       NATIONAL EXECUTIVE COMMITTEE MEETING

            (a)       The National Executive Committee Meeting shall be held at places and times agreed upon either at a previous meeting or by the National President and the       National Secretary provided that it is held at least twice a year.

            (b)       It shall deliberate on the running of the fellowship and            give directives on behalf of the National objectives of the fellowship into reality within the Parish by:

(a)       Organizing bible sessions.

(b)       Leading Youths in church duties like Children Sunday            Service, Choir Practice and side men and ladies.

(c)       Organizing social and intellectual activities to broaden the minds of the Youths.

(d)       Encouraging its members to be interested in the running of the Parish and its activities.

6.3.2   It shall involve itself in expansion work both within the parish and in any church that shall be under the parish. Such         information shall include:

            (a)       Annual numerical strength

            (b)       Annual list of officers

            (c)       Copies of Annual reports

            (d)       Copies of any document of ownership of any property            (movable or immovable)

 

6.4       OFFICERS OF THE BRANCH

6.4.1   The branch shall be free to elect such officers  as may be required for the efficient running of the Branch.

 

6.4.2   The election of all officers shall take place annually at the Annual General Meeting. All officers shall be eligible for re-election. Provided no officer shall hold office for more than

 

CHAPTER 6

 

BRANCHES

6.1.1   The branch is the fundamental unit of the fellowship and the             physical link between the fellowship and the church.

6.1.2   A Branch shall be formed in a Parish/church where there are not less than ten interested persons.

6.1.3   No Branch shall exist without the permission of the Archdeaconry Council. The Archdeaconry Council shall present the new Branch to the Vicar at an induction service. 

 

6.2       COMPOSITION

6.2.1   The Branch shall comprise:

            (a)       The Branch Youth Chaplain who will be the Vicar in charge of the Parish.

            (b)       Branch members and honorary members.

6.2.2   The Branch may appoint Branch Patrons and Patronesses from among the congregation of the parish. Such persons to be appointed shall be communicants within the Anglican Communion who do not belong to any secret society/cult and who have complied with article 2.5.3 (a) & (b) of this             Constitution.

 

6.3             ACTIVITIES OF THE BRANCH

6.3.1   The branch shall Endeavour to transform the aims and Council.

(c)       Quorum shall be 1/3 of the accredited Diocesan Councils.

2.8       FINANCE: NATIONAL COUNCIL

2.81    The Finance of the fellowship shall be from:

            (a)       Annual National council Assessment payable by the diocesan Council to the National Executive Committee before the end of June every year provided that the national Executive Committee shall have the power to increase or otherwise fix any subscription by its resolution adopted by a simple majority.

            (b)       Grants/donations from Federal/State Government/ Local Government.

            (c)       Voluntary donations

            (d)       Proceeds from sales of membership card, Christmas cards, ties, scarves, vests, brochures, magazines and any other National items produced for sale.

            (e)       Special levies that may be raised when the occasion arises.

            (f)        No Diocesan Council/Archdeaconry/Branch or             individual shall produce any item whatsoever under the fellowship’s name for sale in their Diocese/ Archdeaconry / District/Branch without prior written approval of the National Officers Committee to which application shall be made. Any breach of this, provision shall attract N1,000 fine of as may be directed by the NOG

(g)       Fund Raising Activities may be undertaken by National Executive Committee to raise fund for a specific project and             where the National Executive Committee delegates this power to a Diocese, it shall submit a detailed statement of account       showing the total expenses and income thereof. The National Executive Committee shall decide what percentage of the profit shall go to the Diocese. Any Diocese found guilty of      dishonesty in presentation of the account shall be disciplined            or/and reported to its Diocesan.

(h)       N5,000 registration fees shall be paid by a Diocesan Council             or as may be prescribed by NEC

(i)        The Council is empowered to set up a profit making business             venture. NOC shall decide with the NEC approval on the nature of such business provided it shall yield good and    regular profit/income to the council.

(j)        40% of the proceeds from (a) National Bible study conferences (b) Fellowship Sunday

2.8.2   All monies due to the National Council from the Diocesan Council shall reach the National Financial Secretary not later than first day of the Annual Bible Study Conference failure which the Diocesan Council defaulting shall not be registered for the conference.

 

 

 

 

 

Enrolment fee of two hundred and fifty naira (N250) or as may be decided by a 2/3 votes of the branches constituting Archdeaconry Council in a general meeting subject to the Diocesan Council approval.

 

5.9             TRUSTEES

            The Archdeaconry Council Trustees shall be as specified in   3.9 above in as much as it relates and limited to the             Archdeaconry. 

5.4.4   The duties of the officers of the Archdeaconry Council shall be as specified in 3.5 in as much as they are related and             limited to the Archdeaconry.

 

5.5       ARCHDEACONRY EXECUTIVE COMMITTEE

5.5.1   The Archdeaconry Executive Committee shall comprise:

            (a)       Diocesan Youth Chaplain

            (b)       All elected Archdeaconry officers excepting the Archdeaconry Auditor.

            (c)       All Diocesan and National Officers within the   Archdeaconry

5.5.2   It shall perform the duties specified in 3.6 in as much as they             relate and are limited to the Archdeaconry.

 

5.6       MEETINGS

            Meetings shall be held as specified in 3.7 excepting that Archdeaconry General Meetings shall be held at least once a month.

 

5.7       FINANCE

5.7.1   Apart from the Annual National Council or Diocesan Council subscription/levy per member, the Archdeaconry Council shall be empowered to raise funds within the Archdeaconry to meet        its obligations.

5.7.2   Each branch within the Archdeaconry Council shall be enrolled with the Archdeaconry Council on paying an

 

FELLOWSHIP ACCOUNTS

For the purpose of the fellowship’s accounts, the signature of either the National Secretary or the National Treasurer, countersigned by the national President shall be valid and acceptable to the fellowship’s bankers without any prejudice to the board.

CHAPTER 3

THE DIOCESAN COUNCIL

3.1.1   A Diocesan Council shall operate with, and by the authority of the fellowship within its area of jurisdiction. It shall derive its power from and be responsible to the National Council through the National Executive Committee.

3.1.2   Each Diocese under the constitution of the church of Nigeria    ( Anglican Communion) shall constitute a diocesan Council of the Anglican Youth Fellowship PROVIDED it shall first be       enrolled by the authority of the National Council to be given     through the National Executive Committee.

3.1.3   (a)       No Diocesan Council shall be recognized without first            registering with the National Council. The National Council shall present a Diocesan Council to the Bishop at an Induction Service. Every recognized Diocesan Council shall be presented with an Enrolment                                      Certificate during the Induction Service.

            (b)       No Diocesan Council shall be registered by the             National Council UNLESS it has paid a registration fee of N2,000 for the time being or any amount fixed by a resolution of the National Executive Committee and produced the official receipt thereof.

            (d)       The National Secretary shall then issue a registration form to the Council for completion which forms shall be signed by the President and Secretary of the     proposed Diocesan.

5.3.2   It shall register new branches within the Archdeaconry and issue registration certificates. The Diocesan Council and         National Council shall be notified of such registration.

5.3.3   It shall submit to the Diocesan Council all such reports and documents as the Diocesan Council submits to the National Council.

5.3.4   Every Archdeaconry Council shall Endeavour to hold             combined services within its frequently as possible for the purposes of evangelism and nothing shall prevent two or three             Archdeaconries within a Diocese from holding a combined service subject to prior consultation with the Diocesan Executive and the hosting Vicar.

 

5.4             OFFICERS OF THE ARCHDEACONRY COUNCIL

5.4.1   The Officers of the Archdeaconry Council shall be as specified in 3.4 as much as they are related and limited to the     Archdeaconry.

5.4.2   All officers shall be elected annually at the Annual general    meeting of the Archdeaconry Council. Each officer shall be eligible for re-election. Provided no officer shall hold the same office for more than six years. Election shall be by secret ballot.

5.4.3   The names, occupation and addresses of all Archdeaconry officers shall be submitted to the Diocesan Secretary immediately after the election.

 

 

CHAPTER 5

ARCHDEACONRY COUNCIL

5.1       An Archdeaconry Council shall operative within and be the authority of the Fellowship within its Archdeaconry.

5.1.2   It shall be responsible to and derive its power from the            Diocesan Council.

5.1.3   No Archdeaconry Council shall be recognized without first    registering with the Diocesan Council. the Diocesan Council      shall present an Archdeaconry Council to the Archdeaconry Archdeacon at an Induction Service. Registered Archdeaconry Council shall be presented with a registration certificate during the Induction service.

5.1.4   An Archdeaconry Council shall be formed in any Archdeaconry having five or more branches or any Archdeaconry created by the church.

5.2       COMPOSITION:

            The Archdeaconry Council shall comprise:

(a)              The Diocesan Youth Chaplain

(b)              All National Officers within the Archdeaconry

(c)              All Diocesan Officers within the Archdeaconry

(d)              Three representatives from each registered branch

(e)              All elected officers of the Archdeaconry

5.3             ACTIVITIES OF THE ARCHDEACONRY COUNCIL

5.3.1   The activities of the Archdeaconry Council shall be as in

5.3       Above in as much as they are related and limited to the Archdeaconry. Council and Counter-signed by the Bishop of the Diocese.

(d)       The National President shall present the Diocesan Council to             the Diocesan Bishop at an Induction Service in the presence of the National Officers EXCEPT that the President may nominate any of his Vice President to act for him where he      cannot be present PROVIDED the certificate had been signed by the President and Secretary.

 

(e)       The Old Diocesan Council from which the new one is being   created shall execute a deed of relinquishment, in favour of the    new Council which deed shall be signed by the President and Secretary of the Old Council and Counter-signed by the Bishop, or a Deed of inauguration shall be executed by the National Council in favour of the New Council.

 

3.2             COMPOSITION:

            A Diocesan Council shall comprise:

            (a)       All elected officers of the Council

            (b)       The Diocesan Youth Chaplain

            (c)       The President of each Archdeaconry Council within the Diocese

            (d)       The Secretary of each archdeaconry Council within the Diocese

            (e)       The National Officers within the Diocese

            (f)        The Provincial Youth Chaplain, if he is resident  within the Diocese

(g)       Representatives from each Branch within the Diocese; the number of which shall be determined by the Diocesan Council at its Annual General meeting.

(h)       Past President and Secretary of the Diocesan Council

3.3       ACTIVITIES OF THE DIOCESAN COUNCIL

            (a)       To coordinate inter-Archdeaconry Council Programmes

            (b)       To organize Diocesan Bible Study Conference Leadership courses, seminars etc

            (c)       To activate and maintain expansion work and evangelism within the Diocese

            (d)       To register Archdeaconry Councils within the Diocese            and issue certificates to such Archdeaconry Councils so registered in line with 3.1.3 above. The National Council shall be notified of such registration.  

            (e)       (i)To affiliate with other state or Diocesan organizations whether religious or secular PROVIDED the aims and objectives are similar to that of that of the fellowship AND without compromising the fellowship ideals.

                                    The National Executive Committee shall be notified immediately and shall have power to review such affiliation.

                        (ii)       Where there is more than one diocesan Council            within a State of the Federation, an Inter-                       

                                    Diocesan Councils. 

 

CHAPTER 4

JOINT ECCLESIASTICAL AND PROVINCIAL COUNCILS

4.1.1       There shall be 3 Joint Ecclesiastical Councils in the church of Nigeria (Anglican Communion) comprising the Ecclesiastical Provinces in the west, east and north respectively.

4.1.2       It shall ensure that all Provinces and/or Dioceses within the Joint Ecclesiastical Provinces keep to the general policies and directives of the National Council and abide by the aims and objectives of the fellowship.

4.1.3       Its offices and duties shall apply mutatis mutandis (generally the same) to the National Council.

3.8.2   Apart from the Annual Diocesan Council subscription or levy per branch, a Diocesan Council is empowered to raise funds   within the Diocese to meet its obligations.         

3.8.3   Each Archdeaconry Council shall be registered with the Diocesan Council on paying a registration fee of Five Hundred Naira (N500) for the time being or any amount approved by 2/3 majority of branches in the Diocesan Council’s Annual General Meeting

Committee shall arrange affiliation with and/or representation on any state organization and where the committee fails to reach an agreement the matter shall be referred to the national Officers Committee whose decision shall be subject to the National Executive Committees approval.

(iii)     The Diocesan Bishops/shall be informed of such affiliation.

(f)        To submit to the National Council:

(i)        Copies of the Annual Report of Activities of the Diocesan Council, including the financial report within 30 days of its Annual General Meeting

(ii)       Copies of documents on any property, (immovable) assets and liabilities owned by the Diocesan Council or Branch within the Diocese.

 

3.3             OFFICERS OF THE DIOCESAN COUNCIL

3.4.1       The Officers of the Diocesan Council shall be:

(i)                The National Patron who shall be the Diocesan Bishop

(ii)             The Diocesan Youth Chaplain (to be nominated by the Diocesan Bishop

(iii)           The Diocesan President

(iv)           The Diocesan Vice President

(v)              The Diocesan Secretary

(vi)      The Diocesan Assistant Secretary

(vii)    The Diocesan Treasurer

(viii)   The Diocesan Finance Secretary

(ix)      The Diocesan Public Relations Officers

(x)       The Prayer Coordinator

(xi)      The Diocesan Auditor(s)

(xii)    The Diocesan Sisters’ Forum Coordinator

(xiii)   The Diocesan Fellowship Stars Coordinator

(xiv)   Any other officer that may be considered necessary within the Diocese. Duties of such officers shall be clearly specified and notified to the National Executive Committee

(xv)     The Legal Adviser: Where a Diocesan Council considers it   necessary to elect/appoint a Legal Adviser, such legal advisers shall be as 2.5.3 vii (a) but with not less than 3 years post call and his duties shall be in line with those of the National Legal Adviser as relevant to his Diocesan Council only EXCEPT that the Diocesan Legal Adviser may be assigned duties by the Committee through the National Legal Adviser.

3.4.2       All officers hall be elected triennially at the Annual General Meeting of the Diocesan Council. Each officer shall be eligible for re-election provided no officer shall hold office for more than six (6) hears consecutively on a post from the date of his first election to the post under this Constitution.

3.4.3   Immediately after the election, the names, occupation and addresses of all Diocesan Officers shall be submitted to the National Secretary within.

 

 

 

Diocesan Secretary, Diocesan Treasurer and Diocesan Auditor.

(d)       And to deal with any other matter on the Agenda

3.7.2       Diocesan General Meeting shall hold a least quarterly.

3.7.3       Diocesan Executive Committee Meetings shall hold as regularly as possible but not less than once within one month.

3.7.4       Quorum at any General Meeting shall be accredited representatives from at least 1/3 of the Archdeaconries forming the Diocesan Council, EXCEPT that where no Archdeaconry set-up exists within the Diocese, the Quorum shall be 1/3 of the total accredited membership.

3.7.5       Quorum at Diocesan Executive Committee Meetings shall be 1/3 of the total members.

3.7.6       The Quorum in 3.7.4 and 3.7.5 above shall include the Diocesan President or the Diocesan Vice President, the Diocesan Secretary or the Diocesan Assistant Secretary.

 

3.8             FINANCE

            Every Diocesan Council registered with the National Council            shall pay such annual subscription/levy as shall be fixed by a   resolution of the National Executive Committee. The National             Executive Committee shall have power to raise funds in any forms desired.

(c)       The President or the Secretary of each registered Archdeaconry Council, if not a Diocesan Officer,.

(d)       National Officers with the Diocese.

3.6.2   It shall constitute the Government of the Fellowship within the Dioceses and shall be responsible for the day-to-day running of the Diocesan Council.

3.6.3   It shall ensure that all Archdeaconry Councils and Branches within the Diocese keep to the general policies and directives      of the National Council/National Executive Committee and abide by the aims and objectives of the fellowship.

3.6.4   It shall establish and/or maintain relationship with other societies, religious or secular, within State/Dioceses.

3.6.5   All decisions of the Executive Committee shall be subject to review by the Diocesan Council at a General Meeting.

 

3.7             MEETINGS:

3.7.1   The Diocesan Annual General shall be held on such date and             at such place as shall be chosen by the Diocesan Executive Committee.

            (a)       Review the activities of the Diocesan Council during the preceding year;

            (b)       To listen to the Presidential Address

            (c)       Receive and consider the reports from the

3.5       DUTIES OF OFFICERS

            All officers, excepting the Diocesan Publicity/Social Secretary shall perform the duties specified in 2.5 above in as much as they relate and are limited to the Diocese.

3.5.1       THE DIOCESAN PUBLIC RELATIONS OFFICER

            (a)       Shall activate and organize all Diocesan Council’s Social activities subject to the approval of the Diocesan Council.

            (b)       Shall publicize the fellowship activities in the Diocesan and public releases shall be signed jointly with the Diocesan President or Secretary.

2.5.2   THE PRAYER COORDINATOR/SECRETARY

            (a)       Shall organize, initiate and coordinate the Diocesan religious activities subject to the approval of the Diocesan Council.

            (b)       Shall with the Diocesan Youth Chaplain, arrange the selection of Diocesan Bible Quiz representative to the National Bible Conference or competition.

            (c)       Shall pursue the implementation of all decisions of the            National Council or National Executive Committee on     religious matter especially on evangelism under the supervision of the Diocesan Executive.

3.6       DIOCESAN EXECUTIVE COMMITTEE

3.6.1   The Diocesan Executive Committee shall comprise:

            (a)       Diocesan Youth Chaplain

            (b)       Al elected Diocesan officers excepting Diocesan Auditor.
